PIT – Withholding tax rates applicable in Mainland Portugal in 2026

Order No. 233-A/2026, dated 6 January, issued by the Secretary of State for Fiscal Affairs, has been published. It approves the withholding tax tables for Personal Income Tax (PIT) to be applied during the year 2026, relating to employment income and pensions earned by tax residents in mainland Portugal. These withholding tax tables are already available for consultation on the Tax Authority website (“Portal das Finanças”) in Excel format. 

The newly published tables maintain the withholding mechanism in force since the second half of 2023, that is, the application of marginal withholding rates and the corresponding deductible amounts. Their main objectives are to reflect the updated IRS brackets approved by the State Budget for 2026, the update of the minimum subsistence level, and the increase of the guaranteed minimum monthly wage to € 920.
